A Draft Resolution (Reg.No.0855-П) envisages the inclusion in the Law of all other land in use, in addition to agricultural land, and the speeding up of adoption of this Law.
The Draft Resolution proposes that the Committee of The Verkovna Rada of Ukraine, within whose scope these matters fall, is commissioned to additionally elaborate on, without further delay, the Law returned by The President of Ukraine, and introduce it onto the floor.
The Author recommends that included in this Law is not only the complex of matters related to agricultural land, but also to land with mineral resources, land under housing and public development, land of nature reservations and of other nature protection significance, land used towards health improvement; land used for historical and cultural purposes, and leisure; land belonging to forest and water funds; and land used by industry, transport, communications, power engineering, defence and others´.
The People´s Deputy drew attention to the adoption of the Law ‘On State Land Cadastre´ by The Verkhovna Rada of Ukraine in March 2007 and its swift return on 13 April by The President of Ukraine with a proposed rejection.
O.Tkachenko believes that the adoption of the Law ,‘On State Land Cadastre´, is one of the major requirements of The Land Code of Ukraine. Today, still unadopted there are Laws on land market, on registration of land parcels, on records of agricultural lands, etc. Reliable information on the qualitative composition of land is unavailable (and requires several years to be compiled), as well as data on the pecuniary valuation of agricultural land, i.e. the price mechanism and normative valuation of land.
The People´s Deputy, O.Tkachenko believes that the adoption of this Resolution will allow improvement to the revised text of the Law ‘On State Land Cadastre´ and speed up its adoption by Parliament.
